The best and most thorough way to remove weeds from a lake, pond, etc. is removing them by hand. Anything else will cause small pieces to break off and lead to increased growth. If you simply cut the stalks, you're promoting growth just like cutting your grass. The only way to get rid of them 100% is to get rid of the root system.
